She testifies alongside Sean Kaufman, the president\u2019s nominee for Assistant Secretary of Preparedness and Response.\n    <\/p>\n<p>\n            Schwartz\u2019s selection was aimed at bringing stability to the agency after near-constant upheaval that has decimated morale and deeply shaken Americans\u2019 faith in the administration\u2019s health agenda, senior health officials and others familiar with the matter told CNN at the time.\n    <\/p>\n<p>\n            In the months since, the need for strong CDC leadership has only sharpened. The public health agency has battled disease outbreaks on multiple fronts, providing support for an Ebola outbreak in central Africa while scrambling to contain a spike in parasitic diarrhea across multiple states.\n    <\/p>\n<p>\n            Schwartz\u202fis a notable departure from prior contenders considered by the administration, who have toed the \u201cMake America Healthy Again\u201d line. She has a lengthy record of guiding vaccination programs and crises responses for the government \u2013 a stark contrast to Trump\u2019s\u202ffirst CDC pick, whose nomination was withdrawn, in part, because it became clear his vaccine skepticism would prevent him from getting the job.\n    <\/p>\n<p>\n            Her candidacy has already won praise on Capitol Hill, generating hope within the administration that\u202fshe\u2019ll\u202fwin quick confirmation.\n    <\/p>\n<p>\n            And as the White House intensifies its focus on the midterm elections, the move is the latest sign of how significantly Trump aides have sought to rein in a Health and Human Services Department led by Robert F. Kennedy\u202fJr.\u202fthat once enjoyed wide latitude to pursue divisive efforts to overhaul vaccines and other core health policies.\n    <\/p>\n<p>\n            But the move has already shaken the MAHA faithful, while still leaving some mainstream public health experts unconvinced.\n    <\/p>\n<p>\n            \u201cShe\u2019s a good and well-qualified\u202fnominee, and\u202f would be in any administration. Trump withdrew his first nominee, former\u202fcongressman \u202fDr.\u202fDave Weldon,\u202fwhen it became clear his vaccine\u202fviews would stall a vote.\n    <\/p>\n<p>\n            The CDC director who was confirmed, Dr. Susan Monarez \u2014 a scientist and longtime public health official \u2014 immediately clashed with Kennedy over vaccine policies and his efforts to oust some senior CDC officials. She was removed less than a month into the job.\n    <\/p>\n<p>\n            After Monarez\u2019s high-profile departure last August, some Trump officials questioned whether it was even worth\u202fattempting\u202f to find another nominee to run the agency.\n    <\/p>\n<p>\n            Kennedy installed his then-deputy secretary, Jim O\u2019Neill, as interim head, and\u202fsought\u202fto\u202fconcentrate\u202fmuch of the\u202fdecision-making\u202famong the department\u2019s political leadership in Washington.\n    <\/p>\n<p>\n            Yet senior White House and HHS officials soon\u202fsoured on\u202fO\u2019Neill, who rarely spent any time at the CDC\u2019s Atlanta headquarters and was seen among political appointees as a subpar public communicator,\u202faccording to\u202fpeople familiar with the matter.\n    <\/p>\n<p>\n            The agency is currently being overseen by Jay Bhattacharya, who was acting director until March, and is still managing some duties; Bhattacharya is also director of the National Institutes of Health.\n    <\/p>\n<p>\n            The White House, in the meantime, grew increasingly frustrated with HHS\u2019 constant internal upheaval and was alarmed by polling showing that Kennedy\u2019s vaccine agenda threatened to drag down the GOP in the midterms.\n    <\/p><p>Read more <a href=\"https:\/\/relocationtimess.com\/?p=5891\">A new blood test may predict Alzheimer\u2019s risk. It isn\u2019t ready for prime time<\/a><\/p>\n<p>\n            The struggle to steer health messaging onto more populist ground was\u202fevident\u202fduring a string of HHS budget hearings in April, when Kennedy was interrogated\u202fby Democrats\u202fon measles outbreaks,\u202fvaccine safety,\u202fand the causes of autism, along with at least one reference to\u202fraccoon genitalia that was recently disclosed in a book citing Kennedy\u2019s alleged diary entries.\n    <\/p>\n<p>\n            The\u202fsecretary variously\u202fdefended his actions and promised improvements, particularly at the CDC, where he conceded morale was at a \u201cnadir\u201d last year amid layoffs and high-profile departures.\n    <\/p>\n<p>\n            \u201cI think this new team is really going to be able to revolutionize CDC and get it back on track,\u201d he said before\u202fthe\u202fHouse Appropriations subcommittee in April, referencing Schwartz and three new public health appointees named that month.\n    <\/p>\n<div>\n<div>\n\n<figure class=\"wp-block-image size-medium_large\">\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" alt=\"Health and Human Services Secretary Robert F. Afterward, White House officials worked alongside Kennedy to orchestrate a shakeup of HHS leadership, including jettisoning O\u2019Neill and installing new advisers atop the department.\n    <\/p>\n<p>\n            One of those advisers, Medicare chief Chris Klomp, was named HHS\u2019 chief counselor and has since moved quickly to stabilize HHS and its various sub-agencies, three people familiar with the situation told CNN. Klomp is well liked within the White House and has come to wield remarkable influence over personnel decisions and other critical activities, those people said.\n    <\/p>\n<p>\n            Among the priorities was to find a permanent CDC director who could ably run the agency \u2014\u202fand crucially, avoid subjecting the administration to yet more damaging news cycles that would distract from the White House\u2019s core midterms message.\n    <\/p>\n<p>\n            Klomp led the effort to\u202fidentify\u202fand interview candidates over several weeks, the sources said, seeking officials mainstream enough to win confirmation in a closely divided Senate, yet still willing to work closely with Kennedy on a broader overhaul of the CDC.\n    <\/p>\n<p>\n            In a notable shift, that criteria did not include sharing Kennedy\u2019s skepticism of vaccines, two of the sources familiar with the selection process said. Kennedy was initially skeptical of Schwartz as a potential candidate, two people familiar with the matter said, but grew more supportive after meeting with her, ultimately signing off on her recommendation to the White House.\n    <\/p>\n<p>\n            Meanwhile Klomp\u2019s influence grew as he led the search for Schwartz and other top health officials. In June, Trump named Klomp deputy secretary of HHS, effectively making him Kennedy\u2019s second-in-command at the agency.\n    <\/p>\n<h2>\n        Kennedy\u2019s power on the wane?\n<\/h2>\n<p>\n            Since taking tighter control of HHS\u2019 activities, White House officials have discouraged Kennedy and his aides from publicly discussing their efforts to overhaul vaccine policies \u2014 viewing the issue as politically toxic to voters and unhelpful ahead of the midterms.\n    <\/p>\n<p>\n            In a further effort to signal HHS\u2019 renewed commitment to stabilizing the agency, officials also pre-emptively lined up top\u202fadvisers \u202fwhom they planned to appoint around Schwartz.
