\n A nasty feud over President Donald Trump\u2019s elections overhaul push has further crippled an already-dysfunctional Congress, leaving Republicans unable to move on critical elements of their agenda.\n <\/p>

\n Weeks of tumult fueled by Trump\u2019s demands for the bill forced Speaker Mike Johnson to send his members home early on Thursday because of a GOP rebellion over it on the floor. Johnson may have to cancel next week too with his leadership team privately seeing no way out, sources tell CNN \u2014 while members are livid.\n <\/p>\n

\n \u201cI\u2019m flying home a day early because we couldn\u2019t get our act together,\u201d Rep. Troy Nehls fumed as he departed the Capitol.\n <\/p>\n

\n Another Republican, outgoing Rep. Thomas Massie, was even more blunt, calling Trump\u2019s fixation on the voter ID and proof-of-citizenship bill a \u201cdistraction\u201d that will cost the party big in the midterms.\n <\/p>\n

\n \u201cThe problem is not the election. We won the damn elections. The problem is, we\u2019re wasting our opportunity that the voters gave us. And the Republicans are going to pay for that in November. It\u2019ll be an absolute shellacking if they don\u2019t wake up,\u201d Massie said.\n <\/p>\n

\n It all amounts to a quickly escalating political crisis for GOP leaders on the Hill, who have watched the president repeatedly uproot their plans in pursuit of his own agenda. The bill, known as the \u201cSAVE America Act,\u201d doesn\u2019t have the votes to get to Trump\u2019s desk \u2014 but the president himself won\u2019t take no for an answer. Leadership\u2019s plan, so far, is to hope that Trump and his MAGA loyalists on the Hill agree to back off their demands in the interest of protecting their slim majorities, according to multiple people familiar with the discussions.\n <\/p>\n

\n Johnson may be on track to resolve at least one of those headaches: After a lengthy meeting with Trump at the White House on Thursday, the president publicly called for his MAGA allies in the House to back off their takeover of the floor in their own push for that the elections overhaul bill.\n <\/p>\n

\n Trump urged those GOP rebels in a post on Truth Social: \u201cNo more grandstanding, please!\u201d\n <\/p>\n

\n Speaking after that meeting, Johnson issued his own statement, telling reporters that he and Trump \u201care on exactly the same page.\u201d\n <\/p>\n

\n \u201cHe wants to ensure that we stop any blockade in the House. Congress has work to do, and that\u2019s what we are going to do,\u201d Johnson said, downplaying any intraparty divisions. \u201cThis is another day at the office. This is the process in an era with small margins, but we\u2019ll get the job done. We always do.\u201d\n <\/p>\n

\n It\u2019s not clear, though, if Trump\u2019s plea will work. Shortly after his post, Rep. Anna Paulina Luna of Florida wrote on X saying the only way to get her vote to reopen the floor is by attaching Trump\u2019s elections bill to a must-pass defense bill, something GOP leaders do not support.\n <\/p>\n

\n And it does little to appease the rising anxiety among the party\u2019s most vulnerable members, who are begging Trump to stop the drama and show why they should still be in charge after November.\n <\/p>\n

\n Instead, Trump is refusing to sign his own leaders\u2019 biggest recent achievement in the bipartisan housing bill. He also tanked a compromise with Democrats that would have renewed a critical national security tool. And now, in the last 24 hours, those MAGA loyalists banded together to effectively shut down the House floor and prevent votes on legislation covering defense policy, appropriations and veterans\u2019 healthcare.\n <\/p>\n

\n After returning from a meeting at the White House on Thursday, Johnson told reporters he planned to send to the housing bill to Trump\u2019s desk. It\u2019s not clear though if Trump will sign it.\n <\/p>

\n Trump\u2019s decision to scuttle the housing bill signing was, to many Republicans, the most infuriating of his recent moves.\n <\/p>\n

\n \u201cWe had bipartisan legislation to address head-on the central issue facing folks across the country now, affordability,\u201d said Rep. Kevin Kiley of California, an independent from California who recently left the GOP, of the housing bill that Trump has so far refused to sign. \u201cAnd now it\u2019s for the moment been torpedoed, and for what reason? No good reason. So, yeah, that\u2019s annoying to say the least.\u201d\n <\/p>\n

\n Multiple Republicans, including a Trump advisor, said they believe Trump ultimately will sign the housing bill after the revolt in his party this week. Still, Kiley, like several other of his colleagues, described his level of consternation as \u201chigh.\u201d\n <\/p>\n

\n Rep. Mike Simpson, a senior Republican who rarely criticizes leadership, said of hardliners bringing most House floor action to a halt: \u201cI\u2019m a little pissed off.\u201d\n <\/p>\n

\n Even a member of House GOP leadership, campaign chief Rep. Richard Hudson of North Carolina, described this week\u2019s infighting over the SAVE Act as \u201cfrustrating\u201d\n <\/p>\n

\n \u201cI mean we all share the president\u2019s frustration with the Senate\u2019s ability to move the SAVE America Act. We all see it as very, very important, but there are other priorities too we\u2019d like to move,\u201d Hudson said of his conservative colleagues who held the floor hostage this week.\n <\/p>\n

\n In the critical summer stretch before the midterm elections, Trump has torched much of his party\u2019s strategy to hold onto their narrow margins. And the GOP-led Congress has again been thrown into chaos.\n <\/p>\n

\n In the House, some of Trump\u2019s most vocal supporters \u2014 led by Luna \u2014 effectively seized control of the floor as they demanded that the Senate take up Trump\u2019s elections overhaul bill. They are specifically calling for the Senate to blow up the filibuster, something that Senate Majority Leader John Thune and his allies have repeatedly said is impossible this term.\n <\/p>\n

\n Senate GOP leaders, for their part, have made clear they do not have the votes needed to pass the bill in their chamber or the votes to abolish the filibuster as Trump has demanded.\n <\/p>\n

\n Johnson has continued to stand behind Trump\u2019s elections overhaul push, while deferring to Thune on his chamber\u2019s procedures. (The House has passed prior versions of the elections bill, though not the president\u2019s most recent demands, including restrictions on mail-in voting).\n <\/p>\n

\n \u201cWe passed the SAVE Act three times in the House. We\u2019ll do it again. We\u2019re working on that, and I\u2019m going to talk with the president, about these issues and how to get the agenda moving again, and, and it\u2019s gonna be very productive. Looking forward to it,\u201d Johnson said.\n <\/p>\n

\n It\u2019s a familiar \u2014 and frustrating \u2014 episode for many House Republicans who\u2019ve watched their hardliner colleagues use their slim margins to make demands before.\n <\/p>\n

\n \u201cAre you asking me, do I think the House Freedom Caucus is a rational actor?\u201d quipped GOP centrist Rep. Zach Nunn. \u201c I think we all know the answer to that.\u201d\n <\/p>
